You can most often change your IP address by restarting your modem. As for your question about dial up – your IP changes every time you connect (or “dial up”), therefore it’s dynamic.
if u right clck the conection icon,go to properties-tcp/ip-for static this radio button is selected

It does not matter whether it is dynamic or static – their machine served the addresses.
